The town emblem was adopted on Jul 20th 1955 but there is no flag law. The white flag has a dark purple town emblem in the center. The town emblem is a stylized katakana シ Shi of Shiwa. It represents paddis and fields as a foundation of the town and an extension of the industry.
Shiwa Town General Affairs Section says the color of the flag field is not black but dark purple. Please correct the image by using this: http://www.colordic.org/colorsample/2365.html
