Tono City Genaral Affairs section says they use only a green flag without city name at the city hall building.
Nozomi Kariyasu, 20 October 2014

The city emblem and the flag were adopted on Jun 1st 2006 by Notice No 101. The green flag has a white city emblem in the center. The city emblem is a stylized hiragana と To of Tono. It represents a concord and a strength of a surge. The flag proportion is 7: 10. The height of the emblem is 3/5 height of the flag. The center of the emblem is placed 1/50 height of the flag towards hoist but not in the center of the flag.
