The town flag was adopted on Sep 12th 1972 by the Notice No 15.
The orange flag charged with the white town emblem in the center. The flag proportion 7 : 10.
The town emblem is a clearly stylized kanji 大 OH. The circle stands for the harmony and the solidarity of the town people and 大 OH for developing town.

I found black mark with black bordure on flag of town of Ogawara.

Looks rather "white mark with black bordure", doesn't it? I would put it as "A white emblem fimbriated black", by the way, as the bordure is normally around the entire field, rather than around a charge.
