Taiwa town adopted its emblem and flag: August 1 1975 by
Regulation
No 26 (page in Japanese).

The emblem may be used extensively on town certificates, souvenirs, publications,
etc., but groups other than municipal bodies must not use it without approval from
the mayor. It cannot be used by commerical organisations or for porfit-making
purposes. The flag must be flown at municipal bodies' conferences, ceremonies,
etc and at town sports meetings, etc. Apart from this, the flag should be flown
as much as possible on national holidays, occasions when the national flag is
flown, any sort of town memorial days, etc. Hoisting of the flag other than by
non-municipal bodies is under the same restrictions as use of the emblem.
The dimensions of the flag are first given as 35cm x 50cm, but the flag may
be enlarged, keeping the ratio 7:10. The emblem is positioned slightly lower than
the centre - the top of the emblem is 6.5 cm from the top of the flag and the
bottom is 5.5 from the bottom.

The flag of the town of Taiwa is already reported, but I found darker blue
color of flag.
