I found three variants of flag of the city of Odate. Blue, white and purple.

The city emblem was adopted on Jul 1st 1954 by Notice No 1 but there is no
flag law. The dark blue flag has a white city emblem in the center. The city
emblem is a stylized kanji 大 O of Odate in a form of wings. The shield
symbolizes a growing homeland. It represents an exponential development.
Odate city general affairs section says they use only a dark blue flag at the
city hall.

The flag of the former town of Hinai was green with mark. The town is now,
from 2005, part of the city of Odate.
