The notices regarding the emblem and flag can be reached by the links in the 4th last and 3rd last lines of the first table at the URL above. The notice regarding the flag seems to imply that the adoption of the flag was to be effective from 1 January 1990.
The field should be white, with the emblem in sky blue (DIC 182). The emblem has an arc (120°) at the top. Underneath this are two lines at right angles, meeting in a circle 1/4 the diameter of the outer circle which has the centre of the outer circle as it's lowest point. The left arm does not reach the large arc, but the right arm crosses it.
The the thickness of the lines of the emblem is 1/15 the diameter of the
outer circle. The gap between the left arm and the arc is 1/40 of this
diameter and the right arm extends beyond the arc by 1/24 of the diameter.
The diameter of the outer circle is the length of the hoist, and its
centre is 4/5 of the way down the hoist, horizontally centred in the flag.

The color of the flag is wrong. The white flag has a blue city emblem in the
center.

The city emblem was adopted on Jun 10th 1954 by Notice No 9 and the flag was
adopted on Dec 22nd 1989 by Notice No 55. The white flag has a blue city emblem
in the center. The city emblem is a stylized hiragana すSu of Sukagawa. It
represents a development of the city like a folding fan shape. The flag
proportion is 2:3.

The flag of the former village of Iwase was blue with mark. The village is
now, from 2006, part of the city of Sukagawa.

The flag of the former town of Naganuma was green with mark. The town is now,
from 2006, part of the city of Sukagawa.
