i = イ wa = ワ fune = 舟 (boat)
The website mentions two sizes for the flag: large 140cm x 210cm and small 90cm x 135cm, despite giving proportions of 21:30 for any size. The emblem was adopted on the same date; the circle symbolises peace and the (wings?) unlimited development/advancement/progress. (I am not sure that development in this context is quite the same thing I would first think of when using that word in connection with local government.)
