The emblem is that adopted by Notice No 46 on 3 November 1971. The stylised hiragana nishi にし (they seem to be amalgamated) stand for level-headed townspeople and the town peacefully advancing.

Nishikata Town was merged into Tochigi City 栃木市 on Oct 10th 2011. The green flag used since 1972 was abolished.

The flag of former town of Nishikata is already reported but I found another shade of green. The town is now, from 2011, part of the city of Tochigi.
