Thanks to Mr. Kariyasu here is the flag of the town of Shioya.
Tomislav Šipek, 12 December 2014

The town emblem was adopted on Jun 6th 1978 by Instruction No 6 but there is no flag law. The maroon flag has a white town emblem in the center. The town emblem is a stylized katakana シ Shi of Shioya in a form of wings. The center circle symbolizes the town’s peace, the umbonal part does Mt.Takahara. It represents the town’s development and saltus.
