The flag order is city notice no 347. The height of the emblem is 2/3 the height of the flag. The emblem was adopted on the same day (notice 346).
According to the notice, the emblem has the theme of the people(?) supporting growth and a town spread among water, greenery and earth. It is a green Latin S (the notice calls it an English S) (the initial of Sano) motif made of two parts, with a ring made of two crescents around it, the upper part orange and lower part blue. The bright, vigourous shape expresses the town's valuable history, natural features, industry and culture are expressed, as well as a community naturally containing plenty, lifefully coexisting, citizens and city government in harmony and unity and pointing to the future, increasing activity, development, prosperity.
The colours are as defined for the colour version of the emblem. The green is given as DIC643 C=100 Y=86, the orange DIC161 M=64 Y=100 and the blue as DIC181 C=93 M=29.
