The flag was adopted by notice 18. Two sizes are specified for the flag:
140cm x 210cm and 90cm x 135cm, neither of which are consistent with the ratio
7:10 which is given. The emblem, adopted 1 Oct 1971 Notice 14, incorporates
stylised katakana tsuga ツガ to form a circle, symbolising unity
of the townspeople, with line through the top of the circle and two wings,
indicating unlimited progress and development.

Tsuga Town was merged into Tochigi City 栃木市 on
Mar 29th 2010. The green flag used since 1978 was abolished.

The flag of the former town of Tsuga is alredy reported, but I found another
shade of green. The town is now, from 2010, part of the city of Tochigi.
