Description of the flag

Sixteen red ornamental beads on white field. Saitama means ornamental bead and 16 beads in circle represent sun, development and strength. White stands for purity and friendship. Adopted 1 September 1964.

White flag with red circular emblem consisting of 16 drops (or half ying-yangs, if you wish). Proportions 2:3. This flag is in Smith 1980 marked as civil and state flag on land.
