Yellow fringed white emblem on blue field. The emblem is stylized Katakana
characters of Chiba ( chi = チ ha = ハ ) which represents progress
of Chiba. Blue stands for hope and progress, yellow for prefecture flower rape
blossoms. Adopted 29 July 1963.

The construction sheet at
www.pref.chiba.lg.jp
is hard to read, but from what I guess, the ratio of the flag is 2:3 and the height
of the emblem is 3/5th of the flag's hoist. The background is a sky blue color,
edges are yellowish and center is white.

The prefecture emblem was adopted on Dec 28th 1909 by Notice No 378. The
prefecture flag was adopted on Jul 29th 1963 by Notice No 328-2.
