Kokubunji city adopted its emblem on 5 December 1958 by Regulation No. 5, flag proportion: 2:3, colour of field: white, colour of emblem: dark reddish-brown diameter of emblem: 3/5 flag height, a stylized stylized kanji Bun 分 in the center and katakana Koku コク in outer circle.

The regulation, does not say anything about the symbolism of the emblem, which is located elsewhere on the website. This explains the katakana forming the circle as expressing harmonious unity and the kanji in the centre (forming a diamond shape with curved sides) as simply symbolising the city's name. The city of Kokubunji use more red maroon mark for me.
