The emblem consists of the intial katakana mu ム of musashi and murayama sytlised in the shape of a dove. The central circle symbolises peace/harmony of the citizens, the whole thing the activity of industry and civilisation, and it expresses unlimited development/growth.
(The notice suggests that there are two katakana, one for musashi and one for murayama, however the other webpage suggests that one character represents both, and that's what it looks like to me.)
