The city emblem was adopted on March 4th 1908
by the Municipal Notice No 10 but there is no flag law.
A green flag charged with white city emblem in the center.
The flag proportions are 2:3. The port symbol anchor and kanji v GO=five
in the center represent Niigata is one of five
open ports appointed by Trade Treaty in 1858
(Ansei 5). The Niigata's symbol, a snow ctystal, is surrounded
by the anchor.

The flag of the former city of Toyosaka was blue with mark. The city is now,
from 2005, part of the city of Niigata.
