The two hiragana no の combine to form a circle with smaller circles
just inside it at the right and left. They express the town's harmony and
development/growth.

The flag of the city of Nonoichi is already reported by Mr. Ipavec, but I
shortened image to 2:3 proporsion by description of Mr. Kariyasu. Also I found
another shade of purple and maroon too (seems to me like these color).

Yes, they seem to use a maroon flag as a variant but the law says the flag
background color is purple.
