The city emblem was adopted on Mar 22nd 1948 by Announcement No 55 but there is no flag law. The white flag is a red town emblem in the center. The town emblem is a stylized kanji 下 Shimo. The outer circle symbolizes Shimosu and the inner circle does wa = a ring. It represents a concord.
