The village emblem was adopted on Nov 22nd 1975 but there is no flag law. The maroon flag has a white village emblem in the center. The village emblem is a stylized hiragana と To of Toyooka. The left part symbolizes a terrace on a hillside and the right part does a Plain along with Tenryu River. As a whole, it represents the village’s surge and a development in a form of flying bird.
