The city emblem was adopted on Apr 1st 2004 by Notice No 106 but there is no flag law. The white flag has an orange, a blue and a light blue three color city emblem in the center. The city emblem is a stylized hiragana と To of Tomi. The orange ellipse stands for the Sun, the blue arc for Chikuma River and the light blue arc for a refreshed wind. It represents the city with an abandunt nature and an impressive encounter of the people where active people lives.

The flag of the former village of Kitamimaki was maroon with mark. The village is now, from 2004, part of the city of Tomi.
