The city emblem was adopted on Dec 22nd 1958 by Resolution No 128 but there is no flag law. The green flag has a white city emblem in the center. The city emblem is four stylized kanji 下 Shimo in a form of  kanji 田 Da. The white anchor stands for a harbor Shimoda. The pikestaff of the anchor and four dots make kanji 米 = rice and 田 = rice feelds which represents Shimmoda’s agriculture.
