The city emblem was adopted on Dec 11th 1970 but there is no flag law. The
white flag has a purple city emblem in the center. The city emblem is a
rabbit-ear iris which is famous for Ise Story. It represents the development of
the city which had been a traffic key junction connected with all four points
from old times.

The Tales of Ise is a poetry tale, a collection of poems with prose in
between. The Kakitsubata, the Rabbit-ear iris, may be better-known in this forum
by its on-topic name: Blue flag iris.
In the tale, a man who has decided to leave the capital, has travelled with a
few companions and at one point came to Yatsuhashi1 in Mikawa Province. After
they dismounted to sit under a tree to eat their rice, because of the irises
growing in the swamp there one of his companions challenged him to write a poem
about the feelings of the traveller, of which each line should start with a
syllable of name of the blue flag iris, which are "Ka-ki-tsu-ba-ta". (A poetry
tale usually has tankas for poems; each tanka has five lines.)
Then follows the next poem of the poetry tale, which indeed fulfils the
requirement.
