It's hard to say. There are plenty of of similar flags, and as for me, this flag is most similar to Nachikatsuura, Wakayama

The town emblem was adopted on Apr 1st 1967 by Notice No 13 but there is no flag law. The white flag has a blue town emblem in the center. The town emblem is a stylized hiragana ふ of Fuso. It represents a wish for the continuous development of the town.
