The flag of the city of Fukuchiyama is already reported with yellow mark, but I found just white mark.

The city emblem was adopted on Dec 1st 1938 by Notice No 43 and the flag was adopted on Mar 1st 1983 by Notice No 75. The purple flag has a gold city emblem in the center. The city emblem is nine=Ku stylized katakana フ Fu of Fukuchiyama. The flag proportion is 5:7.

According to Mr. Kariyasu I changed the dimensions of the municipal flag. I havn't found any flag with a golden mark.
