The flag of the city of Ibaraki is already reported, but I found photos on web with darker purple color.

The city emblem was adopted on Aug 31st 1948 and the flag was adopted on Jun 13th 1968 by Regulations No 21. The purple flag has a white city emblem in the center. The city emblem is a stylized kanji 茨 Iba of Ibaraki in a form of a pigeon as a symbol of a peace. The purple color stands for a dignity, a beauty and a hope, the white color for a clear city administration.
