It's a pity you linked to the overview page, rather than to the relevant article. I can find one bit of green green flag on agreement.html but it's not nearly enough to derive that flag from.
Did you have other sources as well, or do you recall what the actual articles were?

The city emblem was adopted on Nov 1st 2004 by Notice No 1 but there is no flag law. The green flag has a white city emblem in the center. The center part symbolizes a man spreading its hands and a green nature. It represents a rich future when the people adds up to a nature.

Kaibara Town / 柏原町

The flag of the former town of Kaibara was green with mark. The town is now, from 2004, part of the city of Tamba.
