The city emblem was adopted on Jul 17th 1974 but there is no flag law. The
green flag has a white city emblem in the center. The city emblem is two
stylized hiragana ひ Hi of Higashihiroshima in a form of flying birds. The two
letter ひ symbolize a strong bond of the citizen. The umbonal part represents a
penpoint as a symbol of scholars who study in the academic city.
