Well, hope might not be enough. I see nothing on the flag in that photograph
to suggest the flag has colour; it shows grey, so I'd expect it to be either
grey or black. Is there any reason for you to think it might be blue?

I zoomed photo
and saw bluish tones on the flag. Also, I am sure that the flag is not black. I
passed almost all available web-Japan and I have not found a single black flag,
although they have presented on FOTW, but about that some other time.

Well, I have my doubts. There's more purple than blue in that, and anyway,
the colour could be an effect of the jpg comprimation or mere glistening of the
fabric.
But, OK: "(I zoomed the photo and saw bluish tones on the flag.)" is a better
motivation than ("I hope so").
So, assuming that it's indeed ultimately dark blue, is there a reason for the
specific colour shade you chose? Rather than simply using ultimately dark blue.
Or does Artweaver not allow you to select precise shades?

The city emblem was adopted on Sep 30th 2005 by Notice No 194 and the flag was
adopted on Nov 1st 2005 by Notice No 207.
The white flag has a blue city emblem in the center.
The city emblem is a stylized n of nagato in a from of a flying bird in the sky and waves in blue sea.
The image of a tail fin of a whale represents once-flourishing whale fishery.
It represents an uplifting feeling to continue a new challenge to the future based on blessed
abandunt history and nature.
