The emblem the kanji 北 ( kita, north) and 川 ( gawa, river) of the name Kitagawa. The 川 forms a circle, signifying a single united entity, while the 北 shows rapid progress in the form of a great bird (see  http://en.wikipedia.org/wiki/Peng_%28mythology%29) with wings spread.

The village emblem was adopted in 1890 but there is no flag law. The green flag has a white village emblem in the center. The village emblem is stylized kanji 北川 Kitagawa. The circle symbolizes an integration and the wings do a surge like a big bird.
