The emblem design is a simplified[!!] kanji 黒 (黒 /kuro/, black) from the name Kuroshio. It is made up of a red circle above a blue and a green curve, giving an image of heading towards a abundantly blessed, vigorously healthy, bright future. The red (DIC198, CMY 0-100-100) stands for the sun, the blue (DIC640, CMY 100-25-0) for the Pacific Ocean, in particular the Japan Current /Kuroshio/, and the green (DIC598 CMY 80-0-100) for the green earth. The instrument defining the logo is dated 6 Sept 2006.

The logo is defined at http://www.town.nakatosa.lg.jp/reiki/reiki_honbun/r249RG00000002.html
It is made up of two green waves forming a Latin 'n' (for Nakatosa), surrounded by crashing wave shape in blue, intended as a graceful, fresh presentation of blowing wind/waves. The green (DIC2553 CMY 90-0-100) stands for Nakatosa's mountains and the blue (DIC255 CMY 100-85-0) for throbbing of the Pacific Ocean beaches.

The town emblem was adopted on Sep 6th 2006 by Notice No 155 but there is no flag law. The white flag has a blue, a green and a red three color town emblem in the center. The town emblem is a stylized kanji 黒 Kuro of Kuroshio. The blue color stands for the Pacific Ocean, the green color for the ground and the red color for the sun. It represents an image of the town which is blessed with an abandunt nature and vividly and strongly seeks for a bright future.

According to the document specifying the emblem (dated 1 October 1965) through the Wayback Machine. The emblem is based on the kanji 大方 (大方 Ogata). The shape gives the feeling of motion, about to jump up/take off, and expresses a town spirit of peaceful completeness.
