From  http://www.vill.okawa.kochi.jp/gaiyo.html:
The yellow star represents the kanji 大 (大 water /ō/ - first character of Okawa) and also has the meaning of the Big Dipper ('north dipper'), for the village's location as the northernmost point of Kchi prefecture, due north of Kochi city. In the centre in green (background colour) is the kanji 川 (川 river /kawa/ - second character of Okawa).
Jonathan Dixon, 01 November 2013

The village emblem was adopted in 1916 but there is no flag law. The green flag has a yellow village emblem in the center. The village emblem is a stylized kanji 大川 Okawa in a form of a star. It represents the Big Dipper because of the northernmost location in the county.
