The town was developed by a daimyo's minister named Fukao during the Edo period as a castle town and a town of learning. In the emblem, the top part is a crown (garland), as an appropriate image for a place of education and a place born of an imperial hero. The three lines at the bottom left show the kawa (川 river) of the name Sakawa.
It is said to be appropriately symbolise the town's rapid advancement, the residents' welfare and increase in health, and making a rich, bright, liveable, peaceful home.

The town emblem was adopted on Jan 5th 1972 but there is no flag law.
