The emblem is explained at http://www.town.yusuhara.kochi.jp/1100story/2013/08/post-3.html, a page about the 1100th anniversary of the town's founding in 913CE. The outer circle is taken from the family crest of Yusuhara's founder (Tsuno Kouyama?) and expresses the resident's harmony. In the middle is Yusuhara's intial Latin letter "Y" as oak foliage. (The name Yusuhara refers to the many Red Bark Oaks /Quercus gilva/ in the area.) The triangle represents the woods which are Yusuhara's resource and expresses a rush towards an unrestricted future.
According to Japanese Wikipedia, the emblem was adopted on 3 November 1966.

The town emblem was adopted on Nov 3rd 1966 but there is no flag law. The green flag has a white town emblem in the center. The town emblem is a stylized Y of Yusuhara in a form of a tree leaf. The circle derived from the crest of Lord Asano symbolizes a concord and a happiness of the towners,the triangle does the forest and an unlimited surge.
