Situated in the northwest of Saga Prefecture, Kyushu, Karatsu City is a castle town blessed with a variety of beautiful, natural scenery ranging from sea vistas to rivers and mountainscapes. "Karatsu" derives from the location’s attributes as an ideal tsu (port) for passage to Kara (the ancient title for Korea and China). As the name indicates, Karatsu has been open to the world outside Japan since ancient times. The city has area of 487 km2 and a population of 129,329.

The city emblem and the flag were adopted on Sep 27th 2005 by Notice No 381.
The flag proportion is 2: 3.
The diameter of the emblem is 3/5 height of the flag.

The flags of the city of Karatsu are blue (old) and green (new) with mark.
The city used both of flags. The city is founded in 2005, by mergering of the
city of Karatsu and towns of Chinzei, Hamatama, Hizen, Kitahata, Kyuragi, Ochi
and Yobuko, and in 2006 is incorporated the town of Nanayama.

The flag of the former village of Kitahata was purple with mark. The village
is now, from 2005, part of the city of Karatsu.

The flag of the former town of Yobuko was white with mark. The town is now,
from 2005, part of the city of Karatsu.
