The city emblem was adopted on Apr 1st 1951 and the flag was adopted on Apr
1st 1966. The green flag has a white city emblem in the center. The city emblem
is a stylized kanji 日向 Hyuga. The flag proportion is 100: 141.

I found a web
page of mergering of the city Hyuga and town of Togo in Miyazaki Prefecture.
But, I have doubts about the emblem of the town of Togo while it isn't the same
as on this
page.
Why is it different, does anyone know?

The same emblem (a yellow circular device resembling hiragana to) appears on

As for the emblem (also circular, but in two pieces - stylised hiragana tou) in
the merger committee's survey - I haven't found anything else about it. It
doesn't seem to have been used at the time, at least on the flags. I've got no
idea whether it is an older emblem, the official emblem, but not the symbol used
on the official flag, or a mistake.
