I'm not sure about the first link, but the order adopting the flag (on 1
November 1968) can be found at
here.
The emblem on the flag is made up of three yellow parts, a quadrilateral in the
lower left which when combined with the next two forms successively larger
quadrilaterals. The explanation is that it shows a katakana カ (ka) for Kadogawa,
gradually growing. The blue represents the sky and sea, while the yellow
signifies aspirations and growth.

The town emblem was adopted in Feb 1955 and the flag was adopted on Nov 1st 1968 by Notice No 40.
The blue flag has a yellow flag emblem in the center which is different from the town emblem.
The flag emblem is a stylized katakana カ Ka of Kadogawa.
The blue color stands for the grand sky and the sea, the yellow color for
a hope and a development.
The gradationally enlarged カ represents a surge of the town.
The flag proportion is 94: 130.

Most of Japanese municipalities use their emblem in the municipal flag
however 13 municipalities don't use the emblem but specially designed charge in
the flag.
The town emblem was adopted in Feb 1955. The town emblem is a stylized kanji 門
Kado of Kadogawa in a circle form.
