Based on this Russian Wikipedia page, this seems to be a South Korean proposal(?) for provinces currently in North Korea.

Regarding the Committee, I went to the Russian webpage and what it says is that South Korea does not recognize North Korea as a sovereign nation, thus there is a structure within the Republic of Korea Government to deal with the issues of the said provinces (they keep the administrative division that existed in Korea prior to 1945).
The English version can be seen here, but I'm afraid it's much shorter.
