Donghae City is located in the southern district of Yeongdong in Gangwon-do at 129°09'E long, with the coastline as the eastern border and to the west of the city at 128°57'E, Baekbongnyeong pass, Gojeokdae, Mt. Cheongoksan and Mt. Dutasan compose the Taebaek mountain range, the waist of the Baekdu Great Mountains.

Donghae City spreads about 17.8km from the west to the east and 19.8km from the north to south. And, the city is surrounded by three cities and guns, four myeons, and two dongs with the coastline as the east border stretching 20.7km; Imgyeo-myeon, Jeongseon-gun forming the west border; Gyo-dong, Dowon-dong, Miro-myeon, Hajang-myeon, Samcheok forming the south border; and Okgye-myeon, Gangeung as the north border.

The color blue and white stand for the Donghae City's blue expanse of water and purehearted citizens, respectively.

The central circle stands for ambition and enterprise as the sun and moon rising in the East Sea.

The inside of the circle stands for harmony and cooperation, showing Donghae city is the No 1. cultural and industrial city in Gangwon-do.
