I saw this flag on Customs Office near village of Ilek (border of Orenburg Region (Russia) and West-Kazakhstan Region). The Inscriptions on the flag: CUSTOMS - in english and "KEDEN" - "customs" in the Kazakh language) There is an element of national COA in the centre of the flag.

More info on this flag: it was adopted by Government on 6, July, 1997 (Decision #932).
According to the Decision the light-blue colour symbolizes national flag of Kazakhstan,
green colour is a "international sign of state borders". Inscriptions must be made in white letters. But in fact letters usually blue.

The refered eight pointed star seems to be the symbol "Start of Rub el Hizb".
This is an islamic sign (one
more) and is found in other emblem and flags.

2 July 2008 I was in Kazakhstan and saw new version of customs flag.
The 8-pointed star was dark-blue. But in August I saw "old" version ot the customs flag with yellow star.

I wouldn't wander if we found out that the disk behind the triangle is in fact
orange and not red. I suppose that the redish look in the original image is
just an artefact of digitalization.

Symbols of Accounts Committee for control over execution of the republican budget

"The flag of the Accounts Committee has a picture of gold color beams and
ornaments and logo, on which a soaring eagle is depicted and Kazakh ornament
is used.
An eagle is one of the national symbols of the Republic of Kazakhstan, its
image in the logo has a meaning of supervision. The pose of a bird with
spread wings indicates the continuous development, the desire to conquer new
heights, thus this information passes to logo customers on the verbal level.
Inan equilateral ornament, as a symbol of institution belonging to the
authorities of the Republic of Kazakhstan, the original Kazakh pattern has
been used. The elements used in the ornament, in Kazakh culture symbolize
wisdom and life experience. The idea of an equilateral ornament composition
puts the focus and visualizes the stability and balance. Ornament at the
same time has a weight, which is good distinguishable for the consumer and,
at the same time, is light and transparent, showing the transparency of the
Accounts Committee".

President Security Service (PSS) founded in Kazakhstan in 1992. Republican guard (RG) was founded in 1992 too from the brigade of Internal Troops. In 1995 the Republican guard was included to President Security Service. But later Republican guard became separate department again.
In 2014 PSS and RG were reorganized into new structure - "State Security Service of the Republic of Kazakhstan" (http://www.sgork.gov.kz/en/) (SSS) Former RG became the component part of SSS - "Service for Defence of the Objects (Republican Guard) of the State Security Service of the Republic of Kazakhstan"

"Flag of the State Security Service of the Republic of Kazakhstan is a double-sided rectangular panel of blue color, made of double-folded crepe
satin (faille) and sheathed by edging on three sides by golden silk fringe. In the center of the flag shows a small emblem of the State Security Service
of the Republic of Kazakhstan, made applique - a seven-pointed star contour cornflower-blue in a golden frame, the center of which is placed on a white

Defence of the Objects (Republican Guard)
was adopted by Presidential Decree No 922 from 6, Oct. 2014
Obverse - state coat of arms, inscriptions:
"KhAZAKhSTAN RESPUBLIKASY" (Republic of Kazakhstan), "OTAN UShIN" (For Motherland)
Reverse - emblem of the Republican Guard (horseman in the
star), inscriptions:
above - "KhAZAKhSTAN RESPUBLIKASYNYNg MEMLEKETTIK KYZET KhYZMETI" (State Security Service of
the Republic of Kazakhstan)
below - name of the military unit
The old design (adopted in 1996) was similar but it had different
inscriptions.
