The municipal arms of Budva, designed by the Serbian Heraldry Society, were adopted in the late 1990s.
These arms look very much like the coat of arms of
Celje, in Slovenia
(which was used in the coat of arms of the Kingdom of Yugoslavia), but I do not think that there is any connection with that coat of arms.
Ströhl's Städte-Wappen von Österreich-Ungarn (1904) [stl04] includes a note on the coat of arms of Budva, at the time a small town in the Kingdom of Dalmatia. The coat of arms is simply described as "Azure three mullets or"; unlike on the current design readopted after the use of an emblem during the Socialist period, Ströhl gives the stars in the heraldically usual order of two above one.
