Branko Stojanovski, from the municipal administration, explains that when the adopted design was submitted for registration to the Ministry of Local Self-Government, technical specification were required. The municipal officials were told that the flag like this could not be registered. After that, authors made another version, based on a proposal by the Macedonian Heraldry Society, which was eventually registered.
