Sierksma, in Nederlands Vlaggenboek, 1962 [sie62]
wrote: Triangular of white, along the two sides with a conical red border,
which in the hoist is proportioned 1:2:1, and in the red part a white bell.
This flag was adopted by municipal resolution of 21 Jun 1962. This
is a historic flag, used by the Zeemanscollege "De Voorzorg", documented
in Steenbergen's flagbook c. 1870 twice.
H. J. Top, in "Geschiedenis der Groninger Veenkoloniën", 1893,
mentions this flag on p. 268, and states that the College was rather old,
and originated in the old guilds. Widow-funds, study-opportunities and
disputes in wintertime were products of it. So the flag is of civic origin,
and after adding the bell, the shipping flag was elevated to the state
of municipal flag. Nieuwe Pekela or Boven-Pekela was originally in Oude
Pekela municipality, but became a separate municipality in 1704. Oude Pekela
was founded in 1599 by Feiko Allens Clock - hence the bell (klok)
on the flag of Nieuwe Pekela.

Collegie "Voorzorg" (College "Provision"), established 1831 in Nieuwe
Pekela. Leen Smit pictures number 155. Most likely merged into Eendracht
maakt Macht.
Flag: Leen Smit describes thsi flag as "a white standard with red border
and black digit." (translated). (The digits are black, indeed.) Since this
is the only case where he uses this construct or the word "standard", I
assume he is quoting here. The reason for that word in the original may
be that it is supposed to describe a tapered flag, like a sailing club
standard, as [sie62] mentions a triangular
flag, white with a red border, for this college, and Nieuwe Pekela actually
used a modified version of such a flag. [sie62]
pictures the border as slightly tapering towards the tip, but nevertheless
surrounding the white completely.
