This good woman, carrying a yoke with two milk buckets, alludes to the
municipality's agricultural past.

The official page linked to yesterday ('Huizen pennant', message of 22 Aug 2011) also has a promotional pennant on offer, see last item: http://www.huizen.nl/Nieuws/Nieuwsarchief/Archief_2010/Huizer_vlag_in_top_op_uw_boot_of_aan_de_gevel
Interpreted as principally a waterborne flag, this pennant measuring how much? costs you €8.00 whereas the proper flag, rectangular surely, measures 100 cm x 150 cm and costs €25.00.
Sky blue field, in white script large name “Huizen” (large), a long streamer flying from the “H” towards the fly and underneath “HAVEN VAN 'T GOOI” (much smaller, regular font, also white) meaning “Gooi Harbour”. On the pennant's lower edge is placed a dark blue stripe, diminishing towards the fly.
A dedicated website is inaccessible or no longer functioning but here we see the logo: http://www.huizen.nl/Over_Huizen/Heden_verleden/Toekomstvisie
Huizen is located on the Gooimeer - hence the harbour - to the East of
Amsterdam, across the new town of Almere in the North.
