The drawing in the Flaggenbuch is much different then the constructuion numbers provided for it. namely if one follows the contruction there exactly, the anchor "falls" out of the the rectangle altogether. The first image above is made following the image povided in the Flaggenbuch and ignoring the construction details, resulting in the box outer dimensions 24x16 cm, 1 cm wide yelow border within, with the emblem 20 cm wide. Hopefully some other source then the Flaggenbuch might provide for exact figures.

A more serious question I have that it seems is not answered - was this flag kind of the organizational color and flag used on land at the organization buildings and such, or was is also used as the ensign. The latter would make the flag much more "important" vexillologically.
