Santa Cruz District

District of Santa Cruz is in the Province of Huaylas in Region of Ancash, Peru. I can’t tell anything more, because its website is not working anymore and Wikipedia has no information about it.
Valentin Poposki, 12 Jun 2007

It is a ~3:4 flag divided with a large white triangle troughout, with its base on the bottom edge of the flag and apex in the midpoint of the upper edge, the remaining area (two right triangles at upper hoist and upper fly) being (light?) blue. In the center a smallish (~3/5ths of the height) depiction of the local emblem.

Coat of arms

Santa Cruz CoA

It shows a landscape on a shield with two branches around it, scrolls with mottos above and below and some writing arching above all (too small to tell)

An image of the arms was made available at the English Wikipedia, as taken from http://www.munisantacruz.gob.pe/imgs/escuscrcgde.jpg.

Santo Toribio District

The flag of the District Municipality of Santo Toribio, in the Province of Huaylas, in Department of Ancash, Peru is shown in the official website (see detail).
Valentin Poposki, 20 Aug 2006

The flag is white with a red nine-rayed sunburst issuant from the bottom and a green cross couped centered above it. From the web image of the district coat of arms, we can infer that the flag is unrelated to it, using none of its (plentiful) symbolism.
António Martins, 22 Aug 2006

I’d expect this town to be named "San Toribio" instead, as usual for saint names starting with a consonant.
