I received already infos from Peru: 12 departamental flags (including San
Martín), 3 regional flags, and many district flags. Unfortunately these
infos will be available in my bulletin [frp]
only in 2001 (next millenium), including Peruvian regions, departments and
provinces.

On line, in al local official document, it says:
diseño de la bandera de la Región San Martín
meaning «design of the flag of the San Martín region», which
suggests that there is a regional flag in San Martín.

Peruvian region San Martín adopted a (new) flag on 30 July 2015. Édgar Pérez
Vásquez was designer of the flag and it was a winner of flag contest to select
the regional flag.
Upper part of the flag is celeste blue charged with regional coat of arms. Lower
part are horizontally divided by wavy stripes, they are orange and green. Orange
stripe has two white fimbriations, as a narrower (upper) and a wider (lower)
stripe.
Meaning of each colors are:
green: sustainable development and geography of department.
orange: youth of all ages and passion.
celeste: social responsibility.
white: lights of peace and hope.
stripes: dynamism and freedom.
location of coat of arms: at the top like the sun, shining from San Martin
identity.
