Puno, city and department, use a flag of two
stripes, upper one light blue, lower stripe white,
sometimes used with its coat of arms.

A light blue ~2:3 flag with a coat of
arms on its center; this is Argent three towers Gules set one and two and a
pile diminuished inverted embowed Azure charged with five barrulets wavy Argent.
Samnitic shield on a golden cartouche adorned with dark green engravings and
ducal (?) coronet from which rises, for crest, a gauntlet brandishing a sword
(both Argent) and holding a red ribbon with golden letters (reading what?). For
compartment a trophy of crossed cannons, lying spears and halebards, and a
pyramid of three visible cannonballs; for supporter(s), two flags crossed
behind the shield, dexter being apparently plain blue and sinister ditto
red.
