I received already infos from Peru, including
Peruvian Lawyers College.
Unfortunately those infos will be available in my
Bulletin [frp]
only in 2001 (next millenium).

It is very light blue with an emblem centered on it — a large pointy
7-pointed golden star filled with purplish "things" and with a golden disc
on its center (not reaching the blue area) reading "Orabunt causas
melius" in black serif capitals.
