Green Flag with Three Golden Stars

Ministry of Agriculture Flag

The Green Flag with Three Golden Stars ("Bandera Verde con tres estrellas doradas") is awarded every year by the Ministry of Education of Peru to "the national educational institutes that, through a thorough evaluation and selection process, have demonstrated a significant effort to improve the environment of the educational community and of the local community, as a symbol of the education for the sustainable development highlighted in the campaign "Social Mobilization 'Safe, Clean and Healthy Schools'" ("Movilización Social Escuelas Seguras, Limpias y Saludables")."
The flag is dark green with three yellow stars in lower fly, a coloured symbol in upper hoist, and an emblem in the middle.
Sightings:
2007 award ceremony (14 December 2007)
2009 award ceremony (19 December 2009)
Ivan Sache, 18 July 2010

That circular emblem seems to be the one at the upper right of this flash http://www2.minedu.gob.pe/educam/swf/bannerdieca150807.swf  (zoomable) — it is a children’s colored drawing showing a landscape with mountain, sun, lamas, sea, road, trees, a school, and an iconic family of four; the school has the plain national flag of Peru <pe.html> hoisted on a rooftop pole. On the flag, the emblem seems to be surrounded by writing and some additional elements poking horizontally from "behind" it, as seen here.
Flag image pending details about the upper hoist symbol.
