It was abolished by resolution of the Lower Silesia Regional Assembly No. XXI/298/08 dated 31 January 2008 , after having made a complaint to the Parliament of the Governor of Lower Silesia. Because of the ban was the use of the Polish national colors.
The new flag has been established by resolution of the Lower Silesia
Regional Assembly No. XXXI/496/08 on October 30, 2008 .
After a negative opinion by Polish National Heraldic Commission on
July 23, 2009, the Parliament of Lower Silesia adopts by resolution of
the Lower Silesia Regional Assembly No. XLIII/696/09 a new flag design.
This flag was established by resolution of the Lower Silesia Regional Assembly
No. XLVII/810/09 on December 17, 2009.

I would like to announce that on July 23rd the silesian eagle has been
changed and new Coat of Arms & flag have been adopted.

The Heraldic Commission in Warsaw complained the head of the eagle is
too flat, the crescent with the cross too thin, and they didn't like the
talons and the tail of the eagle. The final design, which they approved,
has the head rounded a bit, the crescent and cross fatter and the white
accents removed from the tail and talons - also made little smaller. The
eagle doesn't occupy so much space on the flag in the final version also.

Nothing new is said there, except they also complained the "eye of the
eagle is deprived the predatory flash" in addition to other objections.

Should the crescent-like charge on the eagle's wings be considered a
"kleestengel" (in English "cloverstem")? What does the official
blazon say?

Not being an expert in the heraldic terminology, I just want to say
that the devise in question is a particular element of the Arms of the
Silesian Piast princes.
It is called "przepaska z krzyzem" = "band with cross", but
this is not a very good translation as the word "przepaska" is rather
difficult to translate - it has multiple meanings depending on the context
- "crescent-shaped band with cross" is how I would attempt to translate
it.

The figure in the arms of Silesia are definitely not an eagle with a
cloverstem ("kleestengel"). A cloverstem is thinner, like a part
of a circle, spreading out nearly completely over both wings with threefold
leaves of clover (=trefoils) at each end and without any cross.

Dolnośląskie Voivodship has the new flag finally!
As expected, on October 30, 2008, Sejmik (Legislature) passed the resolution
adopting the new flag.
Now it has to be accepted by the Ministry of Interior and Administration,
which is a forgone conclusion, as the Ministry was in favor of the same
flag in 2001 already.
The decision of the Legislature was announced today in Wrocław by the
spokeswoman of the Marshall's Office - Ms.Marta Libner-Zoniuk.
New flag is yellow with the Arms of Lower Silesia placed centrally on
it - the black eagle of the Piasts with the crescent-shaped silver band
on its chest, a symbol related to Prince Henry I the Bearded (Henryk I
Brodaty - Heinrich I der Bärtige) of the Silesian line of the Piast Dynasty,
Duke of Lower Silesia (1201-38) and Duke of Lesser Poland (thus Senior
Prince of Poland) 1232-38.

has decided on the new flag of voivodship during their XXXI session on
30 October, 2008.

The Lower Silesia Vojvodship (Dolnoslaskie) has to change its flag because
of the white - red colours are forbidden only for the polish national flag.
I heard it this week on the polish public tv. The former german flag for
this region was white - yellow.

Despite the efforts of the leadership, the Lower Silesian Legislature
(Sejmik) failed yesterday to choose between the two final proposals for
the flag of the Voivodship. The debate on the subject was postponed until
new session.

Next voting on the choice of the new flag will take place at the end
of this month.
The previous proposals will face a new one ( or rather rehashed ones
from 2001 - black eagle on golden flag, either in the center of it, or
in the canton)
The choice of new flag in September was hampered by the overwhelmingly
negative opinion by the general public and was a pawn in the political
infighting in the Legislature (Sejmik) between the coalition of PO (Citizen's
Platform) and its partner PSL (Polish Peasantś Party on one side and PiS
(Law and Justice) on the other. (PO didn't want PiS to take credit for
the new flag)
The new (old) proposal was submitted yesterday by the Marshal of Sejmik
(Legislature), Mr.Marek Łapiński of PO (Citizen's Platform) and is virtually
assured passage in the incoming vote due to the majority which the coalition
commands now and to the anticipated better reception by the general public,
which called the September proposal either "Prussian flag" or "flag of
the Luftwaffe".
The black eagle on gold reflects better both Polish and German heritage
of Lower Silesia and should be more acceptable to the citizens of the Voivodship.
Attached is a proposal with the eagle in the canton.

This is just to make you aware of the upcoming vote in the Lower Silesian
legislature (Sejmik) to chose the new flags (territorial and ceremonial)
from among two final sets of proposals. The vote is supposed to take place
this month (September), although the precise date wasn't announced yet.
Attached are the final proposals which would be subject to vote by
the Legislature.
Public reaction is rather lukewarm, most of the respondents don't like
neither one of the proposals.
The Coat of Arms stays the same as before.
